Hey,i heard it's illegal to have red or blue lights on your sides for fire and police reasons,is this true?

Blue is totally illegal. There is a section that says that red is okay so long as the red light can't be seen to the front of the car. Look for details in the area of 24000 CVC I think.

now are clear corners legal if they have amber bulbs in them instead of clear bulbs?
