Ok I was under the impression you may NEVER turn left on a red, even if you're on a 1 way street. I see people doing it all the time around downtown SJ.. I just wanted to verify that this is illegal.

I also have another question: if there are 2 lanes to make a right turn at a stop light, and the light was red, you may stop, then proceed if safe.... no matter which right turn lane you're in correct?

If you're on a one way street and making a left unto another one way street, you can make the left after stopping and then proceeding when safe.
If it's a two way street you're trying to merge on, then you can only go at green. Also, this all depends if there are any signs that prohibit you from making the turn such no turn on red signs or a red arrow instead of a solid red.

As for your second question, yes, either right turn lane can make their right turns in their appropriate lanes provided they stop and then go. If they just go after the car ahead of them trying to get ahead of incoming traffic, there's a chance a cop will pull you over if they see you. Basically, that would be a California roll. And again, you can only go if you got solid red signal lights and no "No turn on Red" signs or red arrow stoplights.

when I've gone to traffic school, they always say that when there are 2 right turn lanes, only the farthest right one is allowed to make a right on red. The next one over has to wait for the green.

In my traffic school they said the opposite.

But really, unless posted otherwise, u can make the turn from either lane.
