Your "cuzin" was either young, which is good enough reason for the police to harrass him, or had something else going against him and they let him of with the fix it.

I would like to point out that most of the world, even young people, drive around with their parking permit, grad tassle, whatever on their mirror, but cops don't care enough to pull them over.
