hey ,
if i were to lower a car. what would i need to get. is it just coil-overs?

cheapest way to drop it is to cut the springs.

there are several methods to lowering a car and alot has to depend on the type of suspension you have.
for a civic you would just need lowering springs or equivalent such as ground controls... however, it is recommended that you upgrade to a higher quality shock/strut that is made to take the abuse such as tokicos. also if you dont want to be paying out the ass for tires every time you turn around you should consider camber plates or in regards to a civic, camber adjustable upper control arms. if you have something like an ae86 or 510 you could get away with RCA's (roll center adjusters)
i do not recommend heating or cutting the stock springs... yes people have gotten away with these techniques for years... but some people have also found out why its not recommended. a heated spring has the tendency to snap under pressure... while a cut spring no longer fills in the gap and may jump or shift when jumping the car and the shock/strut is extended to its maximum capacity, on the rebound the cut spring may not seat itself back in place and end up embedding itself into your tire or worse.

on a civic you can lower the cra by cutting the top coils. they are lined up side by side and do not move. this will lower the car by 1/2 inch increments, and will not change the suspension/spring rates. if you cut the coils that move, the lower ones that do not touch each other. the car will bounce alot and ride like crap. it can be done but you will have to remove and disassemble the strut, so why not just save up $100.00 and by the springs. camber plates and all that stuff is a great addition but honda alignment is crap to begin with, so that is a personal call.
