There is a Democratic system in which you are allowed to choose the parts whether bolt on or internal mod. This system is based on your ability to pay ,steal or borrow parts. The other system which is an advancement of the first is one in which a sponsor gives you parts or money for parts based on your ability to represent the sponsor and give a return on their investment. The third is the borrow type government in which you borrow a friends civic and perpatrate ownership, this is especially effective if your friend has a Turbo B18c5 rollin on Volk TE37's running 14lbs of boost . The problem with this government is it is most likely an authoritarian regime who will promptly demand that you return the civic. Thats my final answer
