What are the licensing requirements for 50cc Mopeds in California.
I've heard it is not necessary to have a Motorcycle Operator's License.....and I have heard it is.
The local DMV seems to be rather ambiguous about it depending on who you ask.............
Is it an actual moped? That you can pedal? You need a class M2 (or M1) license to drive it on the street.
For those 50cc pocketbikes, they are not street legal at all.

Its not a pedal assist w/motor. Its a straight-up moped. Centrifigal Clutch type 50cc moped. Tops out at around 35mph. Has all required lighting/signals/horn etc. You put your feet in the center between the hump that makes up the seat (where the engine is) and the stantion the handlebars are on.......

No matter what it is, if it is 50cc you need and M2 license. If it is 49cc and under it is considered a motorized bicycle and you don't need a license, insurance, registration or any of that stuff.

my friend just got a ticket for not having a liscense or registration on his 49cc

The Yamaha Zuma has a 49cc engine, I think you need a license for that.

I don't know how your friend got a ticket exactly. There are a bunch of other rules involved. Me and a Sheriff friend of mine researched it thouroughly before bought our pocket bikes. I have a little packet of articles, sections and codes I carry with me when I ride and I've gotten pulled over 3 times already and when I show them the packet it's all good! For instance... you can't ride on a 30mph street or faster unless in a bike lane, you have to stay to the right of traffic like a bicycle, you have to cross intersection like a pedestrian would, you have to have a brake light that lights up when the brake is applied, etc... I don't have the packet with me right now but I found it all on the DMV page. I can provide more info if anyone wants. I think I know more about the mini bike laws than most cops do.

yeah he was telling the cop about it and the cop was just like well i dont care and just wrote up the ticket

Your friend should put together a little info packet and fight it in court. He should win. If he wants to fight it that badly. I researched the laws and as far as I can tell they're legal, unless he was doing something illegal, like riding in the middle of the lane or not crossing the street correctly or something... He should carry the info packet with him because then the cop has no reason to ticket him. Most cops don't know the laws about thses mini bikes yet because it's such a new thing.
