Here's how this works:

Democrat wants to get the draft-age clueless demographic worked up, so he proposes a draft. For those who don't understand the code, it makes him look like he supports the military and is just trying to be patriotic, without any risk of a draft actually happening.

It's a virtually risk-free way to beat up on the current administration.

ya, our military is set up for a volunteer system or arming and training a smaller amound of people to be effective against much larger groups. The last thing the officers want is a bunch of goons that don't even want to be there.
