Depending on just how dirty/damaged they are, you can buy automotive rim cleaner that is safe for alloy wheels.
if there are scuff marks from curbs you have two options. if you are feeling gutsy (and you can find paint to match (brushed aluminium if i remember right, double check), you can sand, using progressivly finer grits till its smooth, then paint over (be warned, the paint may flake/chip if you dont do it right, or dont use good paint.
Your other option if you have scuff marks is, like Mr. Evil Twin said, 'take em to a shop' There is a great shop here in Sac that does great work on rims (they fixed a Enkei RS-E that my friend messed up, and it looks new), and they can fix/buff/polish for reasonable prices ($95 for the rim repair and repaint)
Those are your options; if its just dirty, cleaner and maybe a buffing wheel and compound (normal automotive polishing compound should work fine, but dont get rubbing or scratch remover compounds, they are too rough). If the metal is scuffed, home sanding, or shop work.

there are pretty inexpensive attachments for powerdrills that you can get at your local hardware store, so you dont have to go all out and buy a dedicated buffer.
