SJPOPO!!!! I think I got screwed on a purchase of USED car!!!HELP!!!

I recently bought a 89 RX-7 from a guy. It seemed cool until I found out that I got no catalytic converters in my car AND my engine don't got EGR!!!! But somehow he manage to Pass the SMOG test for me.....What do I do? Can I file a civil suit against the guy since he's not supposed to sell this car to me from my understanding of CVC 24005. Let me know if I'm right or not. Thanks for the help.
