which brand is good for '98 civic? AEM or doesn't matter??

it doesn't really matter. as long as they're lighter and larger than stock. i got the AEM pulley kit and it works fine, good HP increase, faster revs. but if you want to replace the crank, P/S, and altnerator pulleys (as opposed to AEM's only replacing the P/S and alternator pulleys) then buy the Unorthodox Racing set.
