Okay, my basic answer as always is to remove any illegal equipment from your car. It's illegal for a reason. However, here is a more in-depth answer:
It's my understanding that if you were stopped in that car and the officer gave you a cite that required a visit to the smog ref, you'd have to set up an appointment to visit the ref.
You could either take the car to the ref with the illegal equipment and hope somehow that the ref would deem it legal or you could remove it before going to the ref.
If you went to the ref, he/she would most likely realize that the turbo was illegal. If that were the case, I would imagine that the ref would do some sort of paperwork to declare your car illegal to be used on the street.
Now, here is the tricky part: Once you are notified that the parts you have on your car are illegal, CVC 24004 says you have two choices: Immediately take the car home or to a repair shop and leave it there. If you are caught on the road (other than going home or to a shop)with those illegal parts on the car after you have been given a cite for those parts you are subject to a misdemeanor arrest and your car can be impounded.
Somebody on this site said that they are just paying off the bail on their non-dismissable (aka - "you gotta go to the ref for a sign off") tickets instead of going to the ref. Here is the catch to that plan: If I pull that guy over and I look at my computer screen that shows his driving record, it will show a conviction for 27156 CVC (Altered Smog Equip) for each time he sent in the bail. It will also show the license plate for the car he was cited in. That gives me reasonable cause to cite or arrest the driver for the misdemeanor illegal smog violation and to tow his car. When it comes to the court case, how do you think a judge would feel about somebody inentionally ignoring 3 separate orders from the court to get his car inspected while continuing to drive it with illegal equipment? Probably not good.

See I went to the state Ref and got my 2000 vechile looked over by the Ref with my "illegal stock" intake and exhaust. They wanted me to pay the $38 bucks to get it smogged and I denied them. But I got the Ref to fill out a paper, sign it and date it that he did a visual inspection of my car and that it was perfectly legal.
I was talking to the Ref and he said that he is sick of seeing all these young kids coming back in here 3-4 times with cars that he just passed the week before. He said he even started putting stickers on cars saying that they were legal, but got a call from Sacramento saying that he couldn't do that. WHY? Beacuse they wouldn't be able to rake in the easy income.
I would love to have gotten cited for 24004 CVC on a stock car with just a muffler. That would have been a great case in court after I just proved to the state that my car is legal.
Im working on getting some media support on this issue due to the fact that it is harrassment, or at least in my case.
Dont lay down and pay the $300 smog ticket. I went to court with my ticket signed off and the paper from the Ref and didnt have to pay anything.

If you can still find it, refer to the old thread entitled "Welcome Officer Hoyt - SJPOPO" for ways to show officers that your engine is legal. It will save you a lot of time and hassle.
